Asset Creation in Atmanirbhar Assam Scheme
In the case of individual asset creation, 5 identified activities would be implemented across all Development Blocks. For community asset creation, 20 activities would be implemented in selected Development Blocks. In addition to this, monitoring committees from panchayats up to State level would be constituted for effective implementation of the scheme.

Implementation of Atmanirbhar Asom Scheme
CM has underlined the role of PRI representatives in ensuring the effective implementation of the Swanirbhar Nari – Atmanirbhar Asom Scheme. Chief Minister called upon PRI representatives to extend full cooperation to the women SHG beneficiaries. It would enable PRI representatives to perform their duties with honesty, sincerity, and dedication. Assam govt. will take strict action against panchayats found to be involved in corrupt practices, anomalies, or negligence while implementing the scheme.
CM also announced awards to the first 3 best performing panchayats to the tune of Rs. 3 lakh, 2 lakh, and 1 lakh each. CM said that the Atma Nirbhar Asom Scheme is a big initiative for women empowerment. CM urged all departments to act responsibly and extend full cooperation to the panchayat and rural development department. The present state government has unleashed efforts to ensure equal development across the state. Exemplary steps have been taken to safeguard the rights of the indigenous people through the distribution of land pattas to over 1 lakh local landless families.
Efforts were on to provide land pattas to small tea growers of the state and eviction drives were carried out against encroachers for the preservation of satras, namghars, and other religious institutions. Furthermore, Assam govt. is making consistent efforts to make the state free of corruption, illegal migration, insurgency, and pollution.

Mukhya Mantri Atma Nirbhar Asom Scheme Loan and Repayment Details
The Assam Atmanirbhar Scheme would assist 2 lakh people over the following two years. 1 lakh awardees will receive 1 lakh rupees in the fiscal year 2023–2024 and a second lakh in the fiscal year after, depending on performance. There won’t be any interest added to the principal because the loan is government-funded. Beneficiaries won’t be obliged to submit the loan amount until five years have passed. The loan’s duration or the time frames for repayment are not yet known. In order to improve their management, accounting, and business skills, the chosen applicants will also take part in a one-month training program.

Eligibility of Atmanirbhar Scheme
- The applicant should be permanent resident of Assam and should be above 28 years and below 40 years as on 1st April 2023 (upper age limit is relaxed to 43 years for SC/ST/OBC category).
- The applicant should possess educational qualification as –
- Minimum qualification Class X Pass for general category (For candidates belonging to SC/ST/OBC: upto class X)
- ITI, Polytechnic, Diploma in other Technical Courses, Post Graduates
- Degree Holders in Professional courses like Engineering, MBBS, BDS, Veterinary, Fisheries, Agriculture etc.
- The applicant should possess skills, experiences, knowledge, etc., to undertake the income generating activities.
- The applicant should have a bank account, which has been opened before 31st December 2023.
- The applicant should have not defaulted any loan taken from Co-operative and Nationalized Bank in the past.
- Not more than one member from any family shall be eligible for availing benefit under this scheme.
- The applicant must have valid registration in the Employment Exchange.

Exclusions for Atmanirbhar Scheme
- Non-residents of Assam are not eligible for the scheme.
- Weavers without at least one handloom in their household are not eligible.
